My first project in production. Personnel management at a public agency ran on paper and scattered spreadsheets: every request passed through several hands and nobody could say where it was.
What changed
A system where each request has a visible state and an owner. Administrative time dropped by 40%, almost all of it from removing the search for the file rather than from speeding up the process itself.
What I learned
That in the public sector the real constraint is rarely technical. The hard part was modelling rules that existed only as habit and that nobody had written down.
